Max, un petit chien domestique, mène une vie paisible avec sa maîtresse, Katie. Mais un jour, celle-ci amène un nouveau pensionnaire à la maison, un gros chien poilu, Duke, au grand désespoir de Max. Les deux nouveaux colocataires ont du mal à s'entendre et, à la suite d'une dispute, ils se retrouvent seuls, sans collier, dans les rues de New York. Ramassés par le camion de la fourrière, ils seront récupérés par une bande d'animaux abandonnés qui ont leur quartier général dans les égouts et qui détestent les humains. Leurs amis, des animaux de compagnie, s'efforceront de les retrouver, inquiets de leur absence.
